You would also on your new test check the box that says "Do you have any other application on file which has not been acted upon?" and provide the information there about that (including a copy of the CSCE). As I understand it, the FCC would wait to process your new application until the older one is processed. The VEC has to hold the paperwork until they receive a photocopy of the person's license. Explain the situation to the administering VE's, but it's likely they'll tell you to answer "No" to that question.
